The flag of Rostov region is a rectangular cloth consisting of three equal horizontal stripes: upper - blue, middle - yellow and lower - scarlet. Vertically along the staff there is a white stripe that makes 1/5 of the flag width. The ratio of the flag width to its length is 2:3.
The flag colors symbolize the historical classes of the population of the region. The red and blue symbolize the Russian and Cossacks, yellow symbolizes the Kalmyk, white represents the unity of people living in the region, and the relation with the Russian flag, showing that Rostov region is indivisible of the Russian Federation.
The flag is hoisted on the buildings of the Legislative Assembly, Administration of the region, regional court and arbitrage, in the working studies of the Chairman of the Legislative Assembly, Head of the Administration (Governor) of Rostov region, heads of the local authorities, on the buildings, where the representative organs of local authorities hold sessions, - in the period of sessions, on the buildings of enterprises, organizations and institutions - on holidays and memorable dates, on sea, river vessels and other means of transport, on which there are the Chairman of the Legislative Assembly, Head of the Administration (Governor) of Rostov region or other people representing the Legislative Assembly or the Administration of the region, while signing intergovernmental contracts and agreements between Rostov region and the Russian Federation, subjects of the Russian Federation, in the election places during the days of election and referendum, on the sports arenas during championships and international sports competitions, on the other objects after the decision of the Legislative Assembly or the Administration of the region.
